Philippe Mallea




Philippe Malléa, Doctor of Laws since 1987, acts in the field of public law and project financing where he heads up the department. Following 24 years’ corporate experience within legal departments – 10 years in the Elf Aquitaine Group (now Total) and 10 years at Bouygues – he joined the legal profession in 2004. Philippe Malléa has developed considerable international experience, particularly in Europe (Spain, France, Great Britain and Italy) and Africa (Senegal and Congo), but is also extremely well-established in France where he acts in project financing operations.

Philippe Malléa also co-heads up our Casablanca office.

Significant experience

  • Advising the Company EIFFAGE on the Bretagne Pays de Loire Partnership Contract (€3.2 billion).
  • Advising the Agence pour l’Immobilier de la Justice (Justice Real Estate Agency) on the Prison de la Santé Partnership Contract.
  • Advising the National Agency for development, investment and major works in Senegal, in the context of the award of the concession for the Dakar Diamniado motorway toll.
  • Advising the European Investment Bank (EIB) on the financing of the GSM Rail telecommunications network through a partnership contract.
  • Advising the operator in the award of a rack railway public service concession in Puy de Dôme, and then monitoring its implementation.
  • Legal assistance to the project owner during the programme to renovate the Maison de Radio France
  • Assisting a public entity during a project for the creation of a new urban seafront area.
  • Assisting the City of Paris in its redevelopment of the Les Halles district.
  • Performing an environmental audit for the Total group’s acquisition of a holding in the Dunkirk LNG terminal project.
  • Assisting the Minister of the Interior in the award of a restricted tender with a view to outsourcing the National Police uniform.
