Thomas Picot advises and assists groups and businesses in French and European competition law: competition inquiries, dawn raids, disputes over cartels and abuse of dominant position, merger control, State aid, competition litigation.

Thomas has developed special sectoral expertise in the fields of transport, energy, environmental services, defence and aeronautics. He also acts in the fields of consumer law and lobbying.

He has also specialized in the area of compliance. In this capacity, he has conducted several competition audits for French and international groups, and has implemented numerous competition law compliance programs. He has developed a recognized competence as a trainer in competition law with lawyers, but also non-lawyer operational through an interactive pedagogy based on the practical examples.

Thomas is lecturer at Sciences Po Paris (international and comparative antitrust law). He is reserve commander (RC) in the French Navy and as such, he notably teaches oratory techniques at the Navy Center for Strategic Studies, the French War College (“Ecole de guerre”) and the Higher Military College (“Centre des hautes études militaires”).

  • Assisting French and foreign companies in litigation concerning anti-competitive agreements before the Competition Authority and the Paris Court of Appeal, particularly in the construction, transport, environment, luxury, phytosanitary product and interbank market sectors.
  • Advising and assisting businesses in deregulated markets, in relation to actions concerning the abuse of a dominant position or in consultation proceedings before the Competition Authority, particularly in the land and sea transport sector.
  • Assisting of industrial and financial players in notifying their merger operations to the Competition Authority and the European Commission, particularly in the transport, energy services, construction, social housing, automotive, aeronautics and professional trading sectors, and management of international notification procedures.
  • Advising and assisting land and sea transport and airport operator businesses in relation to State aid, particularly in the context of proceedings initiated by the European Commission.
  • Assisting various businesses in “follow-on” compensation litigation cases before the Commercial Courts, following infringement decisions for anti-competitive practices.
  • Advising and assisting major players from different industrial sectors (automotive, environment, phytosanitary products) and players in the distribution world (outlets) in proceedings initiated by the DGCCRF in relation to consumer law, including during criminal phases.
