Following the Citizens’ Climate Convention, an unprecedented democratic exercise that allowed for direct consultation with more than a hundred citizens, the bill on combating climate change and strengthening resilience to its effects was presented to the National Assembly last February by the Prime Minister and the Minister for the Ecological Transition. The ambition of the project was to accelerate the transition to a carbon-neutral, more resilient, fairer and more inclusive society, in accordance with the terms of the Paris Agreement. This ambition and the original process that led to the formulation of the bill surely explain the very eclectic nature of the legislative provisions, which are themselves divided into six heterogeneous titles dealing with consumption, production and work, travel, housing, food, and legal developments.
