Coronavirus COVID-19 crisis: emergency measures bill passed – 22 March 2020

On Sunday 22 March 2020, the deputies definitively adopted the ordinary bill on emergency measures related to the Coronavirus-COVID crisis19 .

On Saturday, 21 March 2020, the deputies had adopted in first reading the bill and definitively adopted the organic bill.

Presented by the Government in the context of the Coronavirus-COVID19 epidemic, the ordinary bill :
– organizes the postponement of the second round of municipal, community, Paris councillors and Lyon metropolitan councillors elections;
– establishes a state of health emergency;
– details the economic emergency and adaptation measures to combat the epidemic.

The Law Commission adopted the bills on the evening of Friday 20 March.

In accordance with the decision of the Conference of Presidents, the conditions for examination in public sittings are adapted to comply with the rules laid down by the health authorities and to ensure that all political sensitivities are represented. In addition to strict observance of barrier measures (no contact with microphones, staggered entry and exit of the Chamber), only the President and two Members per group will be able to sit. In addition, the chairmen will be able to carry all the votes of the Members of the group. The latter may, however, notify the Sittings Service in advance if they wish to take a different position from that of the group.
